    The issue of crime and security continues to be uppermost in the minds of most Guyanese citizens. Today, the AFC offers the following recommendations as first outlined in our Action Plan of 2011.
    We look forward to seeing the Government?s current plan as referred to by the Minister of Home Affairs and hope that in the coming months all Guyanese ? women suffering domestic abuse, miners in the fields and many more, might begin to feel safer at home.

    Crime solutions are vital to the revival of the nation. Crime is stifling genuine investment opportunities, affecting the well-being of our working people and is one of the principal contributors to skilled human capital migrating from Guyana.
    The increase of deadly crimes under the current administration has seen very few criminals brought to justice and levels of domestic violence are now out of control.
    General Strategies
    The AFC plans to confront organised crime and redress the breakdown of law and order by:
    1. Increasing substantially law enforcement officers? salaries;
    2. Giving the DEA permission to set up a local facility;
    3. Re-engaging the British, USA and other friendly Governments for technical and financial assistance to reform the Joint Services;
    4. Removing corrupt officers from the Joint Services;
    5. Mandating a jail term of life in prison after three convictions for violent felonies;
    6. Extraditing drug kingpins and terrorists;
    7. Putting more police officers on the street by hiring civilians for desk work;
    8. Boosting the efficiency, operation and powers of the Police Complaints Authority to ensure that all complaints are brought to finality and make it accessible to citizens;
    9. Facilitating a system that would allow members of the Joint Services to work in the administrative region of their choice where practical;
    10. Establishing a Group of Forensic Auditors to reduce corruption and white collar crimes and facilitate civilian oversight.
    Strategy Number One: Empowering Agencies and Institutions
    1. Establish a Ministry of Justice and National Security (MJNS) to better coordinate all aspects of public safety, border security, and public order;
    2. Develop a National Security Strategy (NSS);
    3. Appoint a specialised Anti-Crime Unit (ACU) comprising GDF and GPF personnel in all Police Divisions and to be headed by a GDF officer on secondment to confront violent and armed criminals;
    4. Establish a unified Drug Enforcement and Control Agency (DECA) to coordinate and execute drug enforcement policy between the Customs Anti-Narcotics Unit (CANU), the Police Anti-Narcotics Unit (PANU), DEA, INTERPOL and other agencies;
    5. Establish a specialised Law Enforcement Academy (LEA) to train officers in crime investigation, intelligence gathering and forensics;
    6. Create a special office within the Chambers of the Director of Public Prosecutions for the use of Special Prosecutors, to prosecute persons accused of certain categories of offences;
    7. Start the Police/Schools partnership programme by assigning a dedicated officer to each school with whom they can work on ?Get to know the Police? workshops, etc;
    8. Construct a modern prison with new, appropriate and humane facilities for women, juveniles and remand prisoners outside of the city;
    9. Allow more prisoners to do community work and provide a nominal stipend at the end of their term;
    10. Develop rehabilitation programmes in prisons and provide academic education, vocational and technical training for prisoners to better prepare them for reintegration into society.
    11. Review the station bail and remand system and procedures.
    Strategy Number Two: Legislation
    1. Introduce legislation to legitimize and regulate Community Policing and establish Citizens Protection Units (CPUs) in keeping with best practices globally;
    2. Review and consolidate all criminal law and criminal procedure-related legislation;
    3. Implement an amnesty programme for the surrender of illegal weapons, which will be backed by a ?Voluntary Weapons Collection? programme;
    4. The Amnesty programme will be accompanied by a special fund to provide alternative opportunities for training, development of income-generating projects, credit etc. for youth at risk and sports, scouting, and other cadet-like schemes for youth in schools and religious organizations;
    5. Pass Legislation to establish neighbourhood justice panels of village elders to adjudicate on petty matters such as anti-social behaviour and family disputes to free up the court?s time for more serious matter

    Family heading to Turkey to seek missing NY woman

    NEW YORK (AP) ? Relatives of a missing New York City woman who disappeared during a vacation to Turkey, her first trip outside the U.S., are heading to Istanbul to look for her, her brother said Sunday.

    Sarai Sierra's family was last in touch with her on Monday, the day she was supposed to start her journey home. The 33-year-old mother of two had been in Turkey on her own since Jan. 7.

    Her brother David Jimenez told The Associated Press that he and Sierra's husband, Steven, were planning to leave for Turkey on Sunday night. He said he had no return date planned.

    "I don't want to come home without my sister," he said.

    Sierra planned to head to the Galata Bridge, a well-known tourist destination that spans the Golden Horn waterway, to take some photographs, said her mother, Betzaida Jimenez. Her daughter then supposed to begin traveling home and was scheduled to arrive in New York City on Tuesday afternoon.

    Sierra's father went to pick her up at the airport and "waited there for hours" with no sign of his daughter, Jimenez said.

    Sierra had planned to go on the trip with a friend but ended up going by herself when the friend couldn't make it. She was looking forward to exploring her hobby of photography, her family said.

    "I was nervous. I didn't want my daughter to go," Jimenez said, but the trip had passed smoothly with Sierra in regular contact with her family and friends through text messaging and phone calls.

    "She would always call and let us know, 'This is what I did today,'" Jimenez said.

    When she didn't show up in New York City, her husband called the place where she had been staying, David Jimenez said. The owner of the hostel checked her room and saw that her passport, equipment chargers and other items were still there.

    "It looked like she was just stepping out," he said.

    The family has been in touch with authorities in their efforts to find her. No one was available to comment after hours Sunday at Istanbul police headquarters. Crime in Turkey is generally low and Istanbul is a relatively safe city for travelers, though there are areas where women would be advised to avoid going alone at night. The Galata and the nearby Galata Bridge areas have been gentrified and are home to fish restaurants, cafes and boutiques.

    Sierra's children, ages 11 and 9, do not know their mother is missing, her brother said. Betzaida Jimenez said the situation has "been a nightmare."

    "I'm forcing myself to get up because I have to get up," she said.

    But she said the tight-knit family was holding onto their faith.

    "We're praying and trusting God that she's safe somewhere and we're going to find her," she said.

    Holy HAL! A robot stole my job

    Five years after the start of the Great Recession, the toll is terrifyingly clear: Millions of middle-class jobs have been lost in developed countries the world over.?

    And the situation is even worse than it appears.?

    Most of the jobs will never return, and millions more are likely to vanish as well, say experts who study the labor market. What's more, these jobs aren't just being lost to China and other developing countries, and they aren't just factory work. Increasingly, jobs are disappearing in the service sector, home to two-thirds of all workers.?

    They're being obliterated by technology.?

    Year after year, the software that runs computers and an array of other machines and devices becomes more sophisticated and powerful and capable of doing more efficiently tasks that humans have always done. For decades, science fiction warned of a future when we would be architects of our own obsolescence, replaced by our machines; an Associated Press analysis finds that the future has arrived.?

    "The jobs that are going away aren't coming back," says Andrew McAfee, principal research scientist at the Center for Digital Business at the Massachusetts Institute of Technology and co-author of "Race Against the Machine." "I have never seen a period where computers demonstrated as many skills and abilities as they have over the past seven years."?

    The global economy is being reshaped by machines that generate and analyze vast amounts of data; by devices such as smartphones and tablet computers that let people work just about anywhere, even when they're on the move; by smarter, nimbler robots; and by services that let businesses rent computing power when they need it, instead of installing expensive equipment and hiring IT staffs to run it. Whole employment categories, from secretaries to travel agents, are starting to disappear.?

    "There's no sector of the economy that's going to get a pass," says Martin Ford, who runs a software company and wrote "The Lights in the Tunnel," a book predicting widespread job losses. "It's everywhere."?

    The numbers startle even labor economists. In the United States, half the 7.5 million jobs lost during the Great Recession were in industries that pay middle-class wages, ranging from $38,000 to $68,000. But only 2 percent of the 3.5 million jobs gained since the recession ended in June 2009 are in midpay industries. Nearly 70 percent are in low-pay industries, 29 percent in industries that pay well.?

    In the 17 European countries that use the euro as their currency, the numbers are even worse. Almost 4.3 million low-pay jobs have been gained since mid-2009, but the loss of midpay jobs has never stopped. A total of 7.6 million disappeared from January 2008 through last June.?

    Experts warn that this "hollowing out" of the middle-class workforce is far from over. They predict the loss of millions more jobs as technology becomes even more sophisticated and reaches deeper into our lives. Maarten Goos, an economist at the University of Leuven in Belgium, says Europe could double its middle-class job losses.?

    Some occupations are beneficiaries of the march of technology, such as software engineers and app designers for smartphones and tablet computers. Overall, though, technology is eliminating far more jobs than it is creating.?

    To understand the impact technology is having on middle-class jobs in developed countries, the AP analyzed employment data from 20 countries; tracked changes in hiring by industry, pay and task; compared job losses and gains during recessions and expansions over the past four decades; and interviewed economists, technology experts, robot manufacturers, software developers, entrepreneurs and people in the labor force who ranged from CEOs to the unemployed.?

    The AP's key findings:?

    • For more than three decades, technology has reduced the number of jobs in manufacturing. Robots and other machines controlled by computer programs work faster and make fewer mistakes than humans. Now, that same efficiency is being unleashed in the service economy, which employs more than two-thirds of the workforce in developed countries. Technology is eliminating jobs in office buildings, retail establishments and other businesses consumers deal with every day.?
    • Technology is being adopted by every kind of organization that employs people. It's replacing workers in large corporations and small businesses, established companies and start-ups. It's being used by schools, colleges and universities; hospitals and other medical facilities; nonprofit organizations and the military.?
    • The most vulnerable workers are doing repetitive tasks that programmers can write software for ? an accountant checking a list of numbers, an office manager filing forms, a paralegal reviewing documents for key words to help in a case. As software becomes even more sophisticated, victims are expected to include those who juggle tasks, such as supervisors and managers ? workers who thought they were protected by a college degree.?
    • Thanks to technology, companies in the Standard & Poor's 500 stock index reported one-third more profit the past year than they earned the year before the Great Recession. They've also expanded their businesses, but total employment, at 21.1 million, has declined by a half-million.?
    • Start-ups account for much of the job growth in developed economies, but software is allowing entrepreneurs to launch businesses with a third fewer employees than in the 1990s. There is less need for administrative support and back-office jobs that handle accounting, payroll and benefits.?
    • It's becoming a self-serve world. Instead of relying on someone else in the workplace or our personal lives, we use technology to do tasks ourselves. Some find this frustrating; others like the feeling of control. Either way, this trend will only grow as software permeates our lives.?
    • Technology is replacing workers in developed countries regardless of their politics, policies and laws. Union rules and labor laws may slow the dismissal of employees, but no country is attempting to prohibit organizations from using technology that allows them to operate more efficiently ? and with fewer employees.?

    Some analysts reject the idea that technology has been a big job killer. They note that the collapse of the housing market in the U.S., Ireland, Spain and other countries and the ensuing global recession wiped out millions of middle-class construction and factory jobs. In their view, governments could bring many of the jobs back if they would put aside worries about their heavy debts and spend more. Others note that jobs continue to be lost to China, India and other countries in the developing world.?

    But to the extent technology has played a role, it raises the specter of high unemployment even after economic growth accelerates. Some economists say millions of middle-class workers must be retrained to do other jobs if they hope to get work again. Others are more hopeful. They note that technological change over the centuries eventually has created more jobs than it destroyed, though the wait can be long and painful.?

    A common refrain: The developed world may face years of high middle-class unemployment, social discord, divisive politics, falling living standards and dashed hopes.?

    'Jobless recovery' a misnomer
    In the U.S., the economic recovery that started in June 2009 has been called the third straight "jobless recovery."?

    But that's a misnomer. The jobs came back after the first two.?

    Most recessions since World War II were followed by a surge in new jobs as consumers started spending again and companies hired to meet the new demand. In the months after recessions ended in 1991 and 2001, there was no familiar snap-back, but all the jobs had returned in less than three years.?

    But 42 months after the Great Recession ended, the U.S. has gained only 3.5 million, or 47 percent, of the 7.5 million jobs that were lost. The 17 countries that use the euro had 3.5 million fewer jobs last June than in December 2007.?

    This has truly been a jobless recovery, and the lack of midpay jobs is almost entirely to blame.?

    Fifty percent of the U.S. jobs lost were in midpay industries, but Moody's Analytics, a research firm, says just 2 percent of the 3.5 million jobs gained are in that category. After the four previous recessions, at least 30 percent of jobs created ? and as many as 46 percent ? were in midpay industries.?

    Other studies that group jobs differently show a similar drop in middle-class work.?

    Some of the most startling studies have focused on midskill, midpay jobs that require tasks that follow well-defined procedures and are repeated throughout the day. Think travel agents, salespeople in stores, office assistants and back-office workers like benefits managers and payroll clerks, as well as machine operators and other factory jobs. An August 2012 paper by economists Henry Siu of the University of British Columbia and Nir Jaimovich of Duke University found these kinds of jobs comprise fewer than half of all jobs, yet accounted for nine of 10 of all losses in the Great Recession. And they have kept disappearing in the economic recovery.?

    Webb Wheel Products makes parts for truck brakes, which involves plenty of repetitive work. Its newest employee is the Doosan V550M, and it's a marvel. It can spin a 130-pound brake drum like a child's top, smooth its metal surface, then drill holes ? all without missing a beat. And it doesn't take vacations or "complain about anything," says Dwayne Ricketts, president of the Cullman, Ala., company.?

    Thanks to computerized machines, Webb Wheel hasn't added a factory worker in three years, though it's making 300,000 more drums annually, a 25 percent increase.?

    "Everyone is waiting for the unemployment rate to drop, but I don't know if it will much," Ricketts says. "Companies in the recession learned to be more efficient, and they're not going to go back."?

    In Europe, companies couldn't go back even if they wanted to. The 17 countries that use the euro slipped into another recession 14 months ago, in November 2011. The current unemployment rate is a record 11.8 percent.?

    European companies had been using technology to replace midpay workers for years, and now that has accelerated.?

    "The recessions have amplified the trend," says Goos, the Belgian economist. "New jobs are being created, but not the middle-pay ones."?

    In Canada, a 2011 study by economists at the University of British Columbia and York University in Toronto found a similar pattern of middle-class losses, though they were working with older data. In the 15 years through 2006, the share of total jobs held by many midpay, midskill occupations shrank. The share held by foremen fell 37 percent, workers in administrative and senior clerical roles fell 18 percent and those in sales and service fell 12 percent.?

    In Japan, a 2009 report from Hitotsubashi University in Tokyo documented a "substantial" drop in midpay, midskill jobs in the five years through 2005, and linked it to technology.?

    Developing economies have been spared the technological onslaught ? for now. Countries like Brazil and China are still growing middle-class jobs because they're shifting from export-driven to consumer-based economies. But even they are beginning to use more machines in manufacturing. The cheap labor they relied on to make goods from apparel to electronics is no longer so cheap as their living standards rise.?

    One example is Sunbird Engineering, a Hong Kong firm that makes mirror frames for heavy trucks at a factory in southern China. Salaries at its plant in Dongguan have nearly tripled from $80 a month in 2005 to $225 today. "Automation is the obvious next step," CEO Bill Pike says.?

    Sunbird is installing robotic arms that drill screws into a mirror assembly, work now done by hand. The machinery will allow the company to eliminate two positions on a 13-person assembly line. Pike hopes that additional automation will allow the company to reduce another five or six jobs from the line.?

    "By automating, we can outlive the labor cost increases inevitable in China," Pike says. "Those who automate in China will win the battle of increased costs."?

    Foxconn Technology Group, which assembles iPhones at factories in China, unveiled plans in 2011 to install one million robots over three years.?

    A recent headline in the China Daily newspaper: "Chinese robot wars set to erupt."?

    Where did the jobs go?
    Candidates for U.S. president last year never tired of telling Americans how jobs were being shipped overseas. China, with its vast army of cheaper labor and low-value currency, was easy to blame.?

    But most jobs cut in the U.S. and Europe weren't moved. No one got them. They vanished. And the villain in this story ? a clever software engineer working in Silicon Valley or the high-tech hub around Heidelberg, Germany ? isn't so easy to hate.?

    "It doesn't have political appeal to say the reason we have a problem is we're so successful in technology," says Joseph Stiglitz, a Nobel Prize-winning economist at Columbia University. "There's no enemy there."?

    Unless you count family and friends and the person staring at you in the mirror. The uncomfortable truth is technology is killing jobs with the help of ordinary consumers by enabling them to quickly do tasks that workers used to do full time, for salaries.?

    Use a self-checkout lane at the supermarket or drugstore? A worker behind a cash register used to do that.?

    Buy clothes without visiting a store? You've taken work from a salesman.?

    Click "accept" in an email invitation to attend a meeting? You've pushed an office assistant closer to unemployment.?

    Book your vacation using an online program? You've helped lay off a travel agent. Perhaps at American Express Co., which announced this month that it plans to cut 5,400 jobs, mainly in its travel business, as more of its customers shift to online portals to plan trips.?

    Software is picking out worrisome blots in medical scans, running trains without conductors, driving cars without drivers, spotting profits in stocks trades in milliseconds, analyzing Twitter traffic to tell where to sell certain snacks, sifting through documents for evidence in court cases, recording power usage beamed from digital utility meters at millions of homes, and sorting returned library books.?

    Technology gives rise to "cheaper products and cool services," says David Autor, an economist at MIT, one of the first to document tech's role in cutting jobs. "But if you lose your job, that is slim compensation."?

    Even the most commonplace technologies ? take, say, email ? are making it tough for workers to get jobs, including ones with MBAs, like Roshanne Redmond, a former project manager at a commercial real estate developer.?

    "I used to get on the phone, talk to a secretary and coordinate calendars," Redmond says. "Now, things are done by computer."?

    Technology is used by companies to run leaner and smarter in good times and bad, but never more than in bad. In a recession, sales fall and companies cut jobs to save money. Then they turn to technology to do tasks people used to do. And that's when it hits them: They realize they don't have to re-hire the humans when business improves, or at least not as many.?

    The Hackett Group, a consultant on back-office jobs, estimates 2 million of them in finance, human resources, information technology and procurement have disappeared in the U.S. and Europe since the Great Recession. It pins the blame for more than half of the losses on technology. These are jobs that used to fill cubicles at almost every company ? clerks paying bills and ordering supplies, benefits managers filing health-care forms and IT experts helping with computer crashes.?

    "The effect of (technology) on white-collar jobs is huge, but it's not obvious," says MIT's McAfee. Companies "don't put out a press release saying we're not hiring again because of machines."?

    What hope is there for the future??
    Historically, new companies and new industries have been the incubator of new jobs. Start-up companies no more than five years old are big sources of new jobs in developed economies. In the U.S., they accounted for 99 percent of new private sector jobs in 2005, according to a study by the University of Maryland's John Haltiwanger and two other economists.?

    But even these companies are hiring fewer people. The average new business employed 4.7 workers when it opened its doors in 2011, down from 7.6 in the 1990s, according to a Labor Department study released last March.?

    Technology is probably to blame, wrote the report's authors, Eleanor Choi and James Spletzer. Entrepreneurs no longer need people to do clerical and administrative tasks to help them get their businesses off the ground.?

    In the old days ? say, 10 years ago ? "you'd need an assistant pretty early to coordinate everything ? or you'd pay a huge opportunity cost for the entrepreneur or the president to set up a meeting," says Jeff Connally, CEO of CMIT Solutions, a technology consultancy to small businesses.?

    Now technology means "you can look at your calendar and everybody else's calendar and ? bing! ? you've set up a meeting." So no assistant gets hired.?

    Entrepreneur Andrew Schrage started the financial advice website Money Crashers in 2009 with a partner and one freelance writer. The bare-bones start-up was only possible, Schrage says, because of technology that allowed the company to get online help with accounting and payroll and other support functions without hiring staff.?

    "Had I not had access to cloud computing and outsourcing, I estimate that I would have needed 5-10 employees to begin this venture," Schrage says. "I doubt I would have been able to launch my business."?

    Technological innovations have been throwing people out of jobs for centuries. But they eventually created more work, and greater wealth, than they destroyed. Ford, the author and software engineer, thinks there is reason to believe that this time will be different. He sees virtually no end to the inroads of computers into the workplace. Eventually, he says, software will threaten the livelihoods of doctors, lawyers and other highly skilled professionals.?

    Many economists are encouraged by history and think the gains eventually will outweigh the losses. But even they have doubts.?

    "What's different this time is that digital technologies show up in every corner of the economy," says McAfee, a self-described "digital optimist." "Your tablet (computer) is just two or three years old, and it's already taken over our lives."?

    Peter Lindert, an economist at the University of California, Davis, says the computer is more destructive than innovations in the Industrial Revolution because the pace at which it is upending industries makes it hard for people to adapt.?

    Occupations that provided middle-class lifestyles for generations can disappear in a few years. Utility meter readers are just one example. As power companies began installing so-called smart readers outside homes, the number of meter readers in the U.S. plunged from 56,000 in 2001 to 36,000 in 2010, according to the Labor Department.?

    In 10 years? That number is expected to be zero.?

    Life As A Google Maps Editor: Screening Thousands Of Corrections And Making Maps By Hand

    When users report a problem with Google Maps -- a missing roundabout, a road closure, a one-way street that's marked incorrectly -- it's Nick Volmar who hears them.

    Volmar is a program director on Google's Ground Truth team, which has been an essential part of Google's efforts to create a comprehensive, detailed and accurate map of the world. To build Google Maps, Google relies not only on satellite imagery, data from third-party sources and information captured by its Street View fleet, but also on the thousands of corrections it receives daily from its users, which are manually consulted and addressed by Googlers like Volmar, who reviews up to hundreds of reports a day and updates Maps by hand.

    For our "Life as" series, we spoke with Volmar about how Google improves its maps, the strangest report he's ever received from a user and what happens when Google must supplement digital data with boots-on-the-ground research.

    What are you responsible for?
    I?m primarily responsible for working with a lot of the reported map issues that come in from external users -- analyzing the things they?re requesting, verifying their claims and trying to improve our maps using the different resources that are available to us internally.

    So what kind of reports do you get from users? And how do you incorporate them into Google Maps?
    Users report things we may not have had in our maps initially, and we investigate their claims, working with other partners that are willing to give us data, like the Street View or satellite imagery teams, to map them. Somebody might say, ?I live in Bakersfield and we actually have this new overpass that was built,? or ?There are these new and important roads that have been created.?

    Any reports about construction closures or other things that affect day-to-day driving we?ll also inject into our maps to make the more useful. When we get a report that there?s construction happening in California, for example, we?ll check the California Department of Transportation website to see how long the closure will last, then we put in some scheduled construction notice.

    How many reports can you personally handle a day?
    It could be anywhere from tens to hundreds of corrections a day.

    We try to use the imagery the Street View team has collected to resolve some problems more quickly. If Street View has driven an area, they know where the roads are, they know geometry of the roads and other things that are not available from satellite imagery. They have automatically extracted street signs, turn directions and other things we might have missed when we did the initial mapping effort. We can use those things to quickly resolve mapping issues.

    What corrections are done manually? And with algorithms?
    My job involves a lot of manual data updates and entries. We haven?t yet developed an intelligent way of automatically defining what is actually being requested in user reports, what the user?s need is and how to address it. For other maintenance projects -- say, updating speed limits throughout a state or town -- we can use information that is going to be automatically detected through Street View technology and algorithms.

    Do you ever have to send someone out to physically investigate an area to answer a question?
    If someone reports that there?s been a new housing community built in a town and we don?t have that data available to us to confirm it, we can ask the Street View team to go out and drive the road, so we can get the street names for the roads, draw in the roads and other things that we wouldn?t be able to see unless we had an on-the-ground picture and understanding.

    How many user reports do you get a day?
    We get around 10,000 a day. During the holidays, if there are a lot of people traveling, we tend to get a lot more because people are using our product to navigate areas they?re unfamiliar with.

    How long, on average, does it take for a member of the Ground Truth team to respond to a user report? \Are there people responding to reports 24 hours a day, worldwide?
    It depends on the type of issue being reported, but once reviewed by someone on our team, the majority of updates go live on Google Maps within minutes. We have teammates around the world who can review and verify reports to ensure the quality of the map data.

    Users can not only report problems with Google Maps, but make their own additions to Maps using Google?s Map Maker tool. How do you use the Map Maker data?
    Users are willing to spend lot of extra time to put in really detailed pieces of information on top of the dataset we?ve already provided. If they find a minor difference between the speed limit we?ve put down and what it actually is, they?ll go in and correct it. We hold ourselves to different standards: In Ground Truth, we?re trying to create really good map data, but Map Maker users are taking that and pushing it so much further.

    What's the strangest report you ever received from a user?
    There are some fun "Easter Eggs" in Google Maps, like when you search for directions from San Francisco to Tokyo, one of the steps is "Sail across the Pacific Ocean." One user submitted a report that said sailing wasn't a very feasible suggestion as opposed to hopping on a plane.

    MELBOURNE, Australia (AP) ? Serena Williams' dominating run at the majors is over.

    American teenager Sloane Stephens is headed to the semifinals of the Australian Open.

    Williams hurt her back in the eighth game of the second set, slowing down her serve, restricting her movement and causing her obvious pain.

    But the 19-year-old Stephens kept her composure, blocking out the injury issue on the opposite side of the net, and rallied for a 3-6, 7-5, 6-4 victory on Wednesday ? by far the most significant in her seven Grand Slams.

    It was Williams' first loss since Aug. 17 for the 15-time Grand Slam winner, ending a run of 20 consecutive wins.

    She hadn't lost a match at a Grand Slam tournament since the French Open, where her first-round exit sparked a resurgence in the second half of 2012 that included titles at Wimbledon, the London Olympics, the U.S. Open and the WTA Championship.

    After winning her first Grand Slam quarterfinal, Stephens next plays defending champion Victoria Azarenka.

    The No. 29-seeded Stephens had been given barely a chance of beating Williams, who lost only four matches in 2012 and was in contention to regain the No. 1 ranking at the age of 31.

    Williams' latest winning streak included a straight-sets win over Stephens at the Brisbane International earlier this month.

    And Stephens wasn't even sure that she could beat Williams, until she woke up Wednesday.

    "When I got up, I was like, 'Look, Dude, like, you can do this.' Like, 'Go out and play and do your best," she said.

    It wasn't until after losing the first set and being broken in the first game of the second that she really convinced herself she could.

    "I was like, 'Hmm, this is not the way you want it to happen. But you just fight and just get every ball back, run every ball down, and just get a lot of balls in play, I think you'll be OK.'

    "From then on I got aggressive, started coming to the net more, and just got a lot more comfortable."

    She started hitting winners, cutting down on the errors, and pushing the injured Williams around the court.

    Williams walked around the net to congratulate Stephens, who then clapped her hand on her racket and waved to the crowd, a look of disbelief on her face.

    She then went to her tennis bag, pulled out her phone and started checking for any text messages from her mother.

    "I was hoping she had texted me right away. I thought maybe she was texting me during the match," Stephens said. "I'm sure my grandparents are like freaking out."

    Stephens has said she had a photo of Williams up in her room when she was a child, and had long admired the Williams sisters.

    "This is so crazy. Oh my goodness," Stephens said, wiping away tears in her post-match TV interview. "I think I'll put a poster of myself (up) now."

    For her part, Williams said the bad back was just another problem to contend with at a Grand Slam event that had been "absolutely" her worst for injuries.

    "I'm almost relieved that it's over because there's only so much I felt I could do," she said. "It's been a little difficult. I've been thrown a lot of (curve) balls these two weeks."

    Williams was up a set and a break before Stephens settled in. In the eighth game of the second set, Williams was chasing a drop shot to the net when she appeared to hurt her back. She needed a medical timeout after the set, and then slowly started to regain the speed in her serve.

    She her back "just locked up" on her.

    "I couldn't really rotate after that," she said. "It was a little painful, but it's OK."

    There were times when she barely concealed the pain, and had to bend over or stretch out her back.

    And despite not being able to serve at full speed and being restricted, she only thought about retiring from the match "for a nanosecond."

    But she was clearly frustrated at times, smashing her racket into the court in the third set and then flinging it toward the chairs on the side of the court. She looked to the sky occasionally and yelled at herself.

    Stephens had never seen Williams smashing a racket before, just part of an unexpected day.

    The gravity of it didn't strike her until later.

    "I was stretching, and I was like, 'I'm in the semis of a Grand Slam.' I was like, 'Whoa. It wasn't as hard as I thought.' But it's pretty cool.

    "To be in the semis of a Grand Slam is definitely I say a good accomplishment. A lot of hard work."

    Azarenka, with her most famous fan sitting in the crowd wearing a shirt reminding her to keep calm, overcame some early jitters to beat Svetlana Kuznetsova 7-5, 6-1 in the earlier quarterfinal match at Rod Laver Arena.

    After dropping serve in a long fourth game that went to deuce 10 times, Azarenka recovered to dominate the rest of the match against Kuznetsova, a two-time major winner who was floating dangerously in the draw with a No. 75 ranking as she recovers from a knee injury.

    Azarenka's American rapper friend, Redfoo, returned from a concert in Malaysia to attend Wednesday's quarterfinal match.

    Wearing a red sleeveless T-shirt that read "Keep Calm and Bring Out the Bottles," the name of his next single, Redfoo stood, clapped and yelled "Come on, Vika!" during the tight first set.

    Asked if it helped to have her No. 1 fan wearing a keep calm logo, Azarenka said "I was looking more at the part that says 'Bring out the bottles.'"

    Of her game, she added, "I'm just glad I could produce my good tennis when it was needed."

    Williams' loss was a boost for Azarenka, who lost all five head-to-heads against the American in 2012 and is 1-11 in their career meetings.

    In the men's quarterfinals, 17-time major winner Roger Federer was playing No. 7 Jo-Wilfried Tsonga in a night match and U.S. Open champion Andy Murray was to meet Jeremy Chardy of France.

    Top-ranked Novak Djokovic is still on course in his bid for a third consecutive Australian Open title and is already through to the semifinals, where'll meet No. 4-seeded David Ferrer of Spain.

    On the other half of the women's draw, Maria Sharapova has conceded only nine games in five matches ? a record in Australia ? en route to a semifinal against 2011 French Open champion Li Na.

    Obama Calls First Lady's Bangs 'Most Significant' Event of Inaugural Weekend

    President Obama used the first public remarks of his second term to address what he called the "most significant" event of this weekend: his wife's much-talked-about new haircut.

    "I love her bangs," Obama told supporters at an inaugural reception at the National Building Museum. "She looks good. She always looks good."

    First lady Michelle Obama, wearing a black sequined cocktail dress and showcasing her new hairdo, also heaped compliments on her husband.

    "Let me tell you, it has just been a true thrill to watch this handsome, charming individual grow into the man and the president that he is," she said, as she reached out to playfully touch the president's face, sparking laughter from the crowd.

    Praising his compassion and courage, the first lady introduced the president as the "love of her life."

    Obama, who was sworn in for a second term in a small White House ceremony earlier today, kept his remarks short, noting he has another big speech to deliver Monday.

    "There are a limited amount of good lines and you don't want to use them all up tonight," he joked.

    Because the Constitutionally mandated date for the inauguration, Jan. 20, fell on a Sunday this year, the traditional, public ceremony was delayed until Monday.

    Saving the best for his official inaugural address, the president instead dedicated the bulk of his remarks to thanking supporters for their hard work and dedication to getting him re-elected.

    "You understood this was not just about a candidate; it was not just about Joe Biden or Barack Obama. This was about us, who we are as a nation, what values we cherish, how hard we're willing to fight to make sure that those values live not just for today but for future generations," he said.

    "All of you here understood and were committed to the basic notion that when we put our shoulders to the wheel of history, it moves? It moves forward. And that's part of what we celebrate when we come together for inauguration," he said.

    Terry Madden: Lance Armstrong Rep Offered USADA Six-Figure Donation

    The former chief of the U.S. Anti-Doping Agency says a representative of Lance Armstrong's offered the agency a donation in the range of $200,000 to $250,000 in 2004 and the agency immediately rejected it.

    Terry Madden, who led USADA from 2000-07, corroborated a story current CEO Travis Tygart told in an interview earlier this month.

    In his interview with Oprah Winfrey on Friday, Armstrong said no one in his camp made such an offer.

    "Nobody," Armstrong said. "Certainly I had no knowledge of that. But I've asked around. Did anybody? Not true."

    Madden countered that, saying the Armstrong representative called Tygart ? then USADA's general counsel ? who came to Madden's office with the proposal.

    "Then, 10 seconds later, because of our ethics, I told Travis to turn it down," Madden said. "We called back that representative and gave them our decision immediately."

    Madden said he could not name the Armstrong representative because of a pending federal whistleblower lawsuit against the cyclist.

    He called the offer "very, very strange and it was such an easy decision for us."

    "It's very clear, we cannot accept gifts from people we're either currently testing or would be testing in the future," he said.

    Asked why he thought Armstrong disputed the offer, Madden said, "It's just another personal attack on Travis and USADA."
